The Western Cape Government’s Behavioural Insights programme, now the BI4Gov team, is one of the first regional governments in South Africa to apply Behavioural Insights (BI) within the policy and strategy space. Located in the Policy and Strategy unit in the Department of the Premier, the team’s primary aim is to understand human behaviour with the intention of improving public policy design and implementation.
Since 2012, the team has engaged in a range of behavioural initiatives that have been crucial to achieving provincial outcomes. Interventions thus far have been implemented in the areas of youth development, education, public safety, health, transport, as well as energy and water consumption.
All projects and initiatives have been the product of successful collaborations with global and local organisations. These include ideas42, the World Bank, BIOrg, the Organisation for Economic Co-operation and Development (OECD), J-PAL as well as academic institutions such as the University of Cape Town, Stellenbosch University, the University of California, Davis and the Warwick Business School.
Our vision is to be leaders in behaviourally informed policy development and implementation within a developing country context, leveraging off partnerships, local knowledge and collaboration with key stakeholders, to spearhead project success.
